An investigation by consumer group Which? has revealed that the majority of fixed speed cameras in England and Wales are not operational.
The research, which is based on figures released by police forces under the Freedom of Information Act, found that just 47 per cent of cameras are working at any one time.
It also highlighted huge regional differences. In Sussex and Cumbria, all fixed speed cameras were switched on, while just 11 per cent of those in Staffordshire and 10 per cent in Lancashire were working.
Which? said the figures show that "the chances of being caught speeding are dramatically different depending on the area".
Editor Martyn Hocking commented: "Speed cameras in some areas are always operational, whereas in others there could be a one in 10 chance the camera you've passed isn't working. It really is a tale of two counties."
Last month, a separate Which? study revealed that only 47 per cent of UK motorists believe speed cameras improve road safety .
